A. CALL TO ORDER
Mayor Mackintosh called the meeting to order at 7:00 P.M.

That the agenda of August 6, 2002, be approved as presented.

C. DELEGATION
C.1 TONY KELLY
Mr. Kelly, Chair of the Concerned Citizens Committee, presented to Council a report regarding the quarry at White’s Cove, Little River. (Report attached) After the presentation was finished, Mayor Mackintosh asked if the option of having a plebiscite was ever considered. The Deputy Mayor stated that Council should find out what the Municipality is doing in regards to the situation and then give them support. Mayor Mackintosh thanked Tony Kelly for coming to inform Council on what is going on in regards to the quarry.
D. APPROVAL OF THE MINUTES OF JULY 2, 2002
The Mayor declared the minutes of July 2, 2002, approved as circulated.

a) Financial Statement

That the financial statement for the fiscal year 2001/2002 be approved.

That the accounts payable in the amount of $198,419.26 be approved for payment.

c) Fashion Cleaners

That the Fashion Cleaners property be put up for tax sale.

d) Overdue Taxes
Moved by: Deputy Mayor Lewis
Seconded by: Councillor VanTassell
That all accounts over three years that are not under a payment agreement be given to Wayne Snow for collection.

F.2 FIRE, POLICE, AND LICENSE COMMITTEE
a) Report

That the Fire, Police and License Committee report for the month of July 2002 be approved as presented.

b) Dog Complaint
Councillor Vidito asked Councillor Robicheau in regards to the dog complaint on the corner of Warwick and Queen Street. Councillor Robicheau informed Council that an official complaint has been laid in regards to the barking dog and will be going to court later in September.

That the purchase of a digital camera at a cost of $500.00 plus tax be purchased from Amirault’s Photography be approved.

c) Meeting with Gordon Balser, MLA
Councillor Bartlett informed Council that the Tourism Committee met with MLA Gordon Balser on August 2, 2002, to discuss the provincial marketing literature on Tourism. The provincial brochure’s do not mention SouthWest Nova. Gordon Balser, MLA, stated that he will speak to the Minister of Tourism in regards to this issue.

H.1 Temporary Borrowing Resolution — Paving Streets/Sidewalk & Digby Centre Stage Roof (TBR02/03-01)

That the Temporary Borrowing Resolution in the amount of $134,000 be approved as presented. (See attached)

H.2 Buildings in Town
The Mayor stated to Council that they look at the buildings in Town that are unsightly and approach the owners to fix them up. The Mayor stated that the Town spent a lot of money to fix the Town up why should we have to see these unsightly buildings.
